It is impossible to overestimate the sensitivity of this topic but poke at it we will.  As the “Rogers Curve” illustrates innovators will be smartly outnmbered by the partisans of the “Administrative State” that has found comfort in education communities. We limit our inquiry to leading practice discovery and promulgation that promotes economic efficiency of planning, designing, building and maintaining the real assets of education communities.
