This title is the foundation of safety culture in the United States; incorporated by reference by enforcement agencies at all levels of government. It competes for hegemony in the fire safety domain with NFPA 1 Fire Code and the titles published by ISO Committee 92 and IEC Committee 79. Vertical incumbents are heavily involved in all four.
