We follow military standards and specifications but do not participate in public consultations. There just are not that many. Many colleges and universities have had significant research and development relationships with all federal agencies for a very long time — the Department of Defense among them. We identify the domain here; and examine how the “mission oriented” library enlightens understanding of our own.
