There needs to a clear and shared understanding of what sits inside and what falls outside of the 5G policy focus so that silos can be bridged (eg fixed-mobile) and the agendas of operators, industry, the regulator, and policy makers can be efficiently aligned. The term “5G infrastructure fabric” is used to delineate this boundary and the IET makes a specific proposal for what this should be.
