In 1651 Thomas Hobbes titled his book “Leviathan” as metaphor for an all powerful and all-encompassing administrative state. The Leviathan, a biblical sea monster, symbolizes this sovereign entity’s immense power and control. Much of our work involves trying to outpace the hydra-like growth of government by collaborating with other User interests in the United States Standards System.
