Today — ahead of local school board elections in the United States tomorrow — we explore fiscal runaway with particular interest in the instruments that finance construction of the real assets in educational settlements. We recap what we have been doing for 30-odd years to place downward pressure on the runaway; even though the “educationistas” could care less about cost.
