The United States Technical Advisory Group (US-TAG), with oversight by the American National Standards Institute and project administration by NFPA International, is participating in the development of an International Organization for Standardization consensus document that will shape policy development for smart cities (sustainable cities and communities).   The ISO Global Secretariat is ANSI’s French counterpart Association Française de Normalisation (AFNOR) as shown in the map below.

As cities-within-cities, major international research universities are stakeholders in these discussions because of the town-gown infrastructure interface in the emergent #SmartCampus.  We have been participants in this project since 2014:

Consensus documents emerging from ISO/TC 268 tend to be large, fast-moving and highly interdependent.  Drafts for US stakeholder comment and balloting arrive frequently as new workgroups are spawned from the core ISO TC/268 committees.

April 2018 Update:

At the 2017 Paris meeting of TC/268, the UK suggested that it would be helpful to develop an overall maturity model for cities, drawing on the framework set out by SC1 in ISO/DIS 37153. The TC agreed, and WG4 was asked to work up proposals.

At its Berlin meeting in May, WG4 made good progress and recommended a way forward. But in plenary discussion with other working groups, there was concern that WG4 was moving too quickly and on too narrowly‐focused a basis

The purpose of a recent release by ISO TC/268 — an outline of city “maturity models” — is to respond to those concerns, proposing a broader framework for future work in this area across TC/268

Commerical Space Standardization

As the coordinator of the U.S. private sector-led system of voluntary standardization, ANSI has been in discussions with commercial space industry stakeholders since the middle of last year. The Institute provides a neutral venue for broad and open discussion of standardization issues for emerging technologies and in national priority areas. ANSI’s standardization collaboratives bring public- and private-sector interests together for cross-sector dialogue to advance coordination of standards development activities and related conformance programs.   It launched an initiative, and hosted a meeting earlier this year, and posted a report on its findings in the link below:

September 15 update: The survey has closed but, at the very least, faculty and students will likely be enlightened by the summary above.   We will keep this project on the standing agenda of our Mobility and Global teleconferences.

Energy Management Systems

We follow and participate in about fifty standardization projects administered from the Geneva-sister standards setting organizations; either through the US Technical Advisory Group Administrator assigned by the American National Standards Institute or through colleagues in educational institutions elsewhere in the world; mostly faculty in European colleges and universities engaged in research in electrotechnology.

Since 2013 we have been keeping pace with the product creation of  International Organization for Standardization Technical Committee 301 Energy Management and Energy Savings.  The work of ISO/TC 301 provides a globally recognized standard of practice for managing energy over time and for calculating and reporting energy savings. A key deliverable — ISO 50001 Energy Management — unites, on a broad level, the concept and execution of energy management system standardization for a range of stakeholders, including, but not limited to: industry, buildings, energy efficiency organizations, standards authorities, energy service providers, government agencies, energy management practitioners, and conformance and energy auditing firms.

Of particular interest to us back in 2013 were the performance provisions — fairly typical for international standards — for adopting organizations and industries to set their own benchmarks (i.e. agree upon a rate of change, rather than an absolute target).   We monitor about half of the standards action in ANSI accredited standards developers every day and decided to propose references to the work products of ISO TC/301 to US-based standards developers such as ASHRAE International and the International Code Council.  They were rejected for the same reason: US-based standards developers prefer bright-line, prescriptive standards that can be enforced by the conformance and compliance industry.

Good minds will disagree upon whether performance standards promulgated by the Geneva standards setting organizations are appropriate for all industries.  Performance standards may be appropriate for the energy, manufacturing and financial industries in all nations but they may not meet the rather well-financed energy conservation interests tied to education communities in the United States.  We find many, many energy conservation functionaries in these communities.

Georgia Tech Energy & Sustainability Services (GTESS) is the US Technical Advisory Group Administrator for the American National Standards Institute.   We maintain our own workspace for the public consultation queries that originate from either GTESS or our colleagues at other universities in other nations:

The energy domain is a relatively “crowded domain” in our view; characterized by relative weakness of the User-Interest which we describe in our ABOUT.   In our experience, crowded domains require special sensitivities.

Introduction.  This Compliance Guide (CG) covers the design and construction of stationary energy storage systems (ESS), their component parts and the siting, installation, commissioning, operations, maintenance, and repair/renovation of ESS within the built environment with evaluations of those ESSs against voluntary sector standards and model codes that have been published and adopted as of the publication date of this CG. The fundamental premise behind the development of the CG is that technology generally evolves and is deployed before development and adoption of codes and standards that specifically and prescriptively provide criteria that can be used to assess the acceptability of the technology. Until codes and standards are available that provide such criteria, those seeking to document or verify that what is proposed complies with those codes and standards must do so on the basis of equivalent performance; that is, they must show that what they are proposing, while not specifically covered by the criteria, is neither no more hazardous nor less safe than a similar technology that is covered by the criteria.
