Universities rarely operate as islands. Their water, sewer, energy, transportation and communications systems connect directly with infrastructure owned or regulated by the host municipality. Campus growth can therefore affect municipal capacity, traffic, utility loads, emergency access and capital planning. In turn, municipal projects may cross university property or depend upon campus rights-of-way. Development agreements, easements and service agreements define these shared boundaries, responsibilities, costs and long-term obligations between town and gown.
