Copyright restrictions prohibit our sharing of the First Draft.  IEEE should be making this draft free of charge according to ANSI’s Incorporation by Reference Recommendations but, alas, we pick our battles. We have purchased the Draft Copy and have been discussing the changes for the past several weeks and will continue to do so until the March 24th deadline.
