NFPA 150 Fire and Life Safety in Animal Housing Facilities Code has entered its s025 revision cycle.   Many education communities are responsible for animal safety in academic units, research enterprises. museums and even — as in the United Kingdom — large farm animals that wander freely on campus with students, faculty and staff.  The number of colleges and universities that permit students to live with their pets has expanded; and with it the responsibilities of university administration.

From the document scope:

This standard shall provide the minimum requirements for the design, construction, fire protection, and classification of animal housing facilities.  The requirements of NFPA 150 recognize the following fundamental principles:

(1) Animals are sentient beings with a value greater than that of simple property.

(2) Animals, both domesticated and feral, lack the ability of self-preservation when housed in buildings and other structures.

(3) Current building, fire, and life safety codes do not address the life safety of the animal occupants. The requirements found in NFPA 150 are written with the intention that animal housing facilities will continue to be designed, constructed, and maintained in accordance with the applicable building, fire, and life safety codes.

The requirements herein are not intended to replace or rewrite the basic requirements for the human occupants. Instead, NFPA 150 provides additional minimum requirements for the protection of the animal occupants and the human occupants who interact with those animals in these facilities.

We have been advocating risk-informed animal safety concepts in this document since the 2013 Edition and have found that it is nearly impossible to overestimate the sensitivity of educational communities to the life safety of animals — either for agriculture or medical research.

What’s a Father to Do? Send his daughter to college to find a man only to discover that there are no men

A father has a simple, time-honored plan. Pack the minivan, drive the daughter to a respectable college, and wait for the inevitable phone call announcing she has found a solid young man—someone with a firm handshake, a future, and the ability to change a tire without consulting YouTube. He waves goodbye with the quiet confidence of a man who believes the campus still stocks reliable husbands the way it stocks textbooks — someone from a family born in the same weather their family was born in.

Months later the first report arrives. “Dad,” she says, “there are no men here.”

He blinks. “What do you mean, no men? I saw several walking around during orientation.”

“Those were boys,” she explains patiently. “They wear pajama pants to class, call their mothers three times a day, and consider ‘adulting’ a competitive sport they are currently losing. The ones who do shave have somehow managed to make facial hair look like a cry for help.”

He suggests she look harder. She does. She finds young males who communicate exclusively in memes, whose idea of providing is splitting the Uber Eats bill, and who treat commitment the way most people treat expired yogurt—something to be avoided until it becomes a science experiment. One proudly announced he was “working on himself,” which turned out to mean leveling up a video-game character while living on instant ramen in a dorm that smelled faintly of regret.

The father tries the classic advice: “Look for the ones who open doors.” She replies that the only doors being opened are the ones to the campus counseling center after yet another group-chat misunderstanding. He mentions careers and ambition. She counters with stories of seniors still majoring in “figuring it out” and minors in “vibes.”

In the end the father sits on the porch, staring at the empty driveway, wondering whether he should have invested in a time machine instead of tuition. Perhaps the real lesson is that college still produces plenty of degrees—just not the kind that come with a man attached. What’s a father to do? Buy extra tissues, lower his expectations, and hope the next generation invents a major in “basic adulthood.”

Guide for the Joint Use of Electric Power Transmission & Distribution Facilities and Equipment

 

Abstract: This guide identifies the mechanisms and an analytic approach for developing consistent rules, agreements, and/or methodologies for the evaluation and inter-entity cooperation managing pole attachments on utility infrastructure that can contain both electric supply as well as communications wireline and wireless facilities.

The common safety codes and accepted good industry practices for joint use are referenced, including items such as clearances and strength/loading requirements, appropriate work rules during installation, maintenance and restoration, and general guidelines. The considerations within this guide can be used to help perform a detailed assessment of attachment installations where communications antennas and related wireline and wireless equipment are to be co-located on joint use structures.

Scope: This guide provides recommendations for the development of consistent guides, agreements, and/or methodologies for the evaluation and inter-company cooperation on managing pole attachments on Electric Utility infrastructure.

Purpose: The Joint Use Guide documents consistent approaches, methodologies and rules for the sharing and co-location of equipment with electric Transmission & Distribution (T&D) facilities for communications such as antennae and/or cable. With the emergence of new communications networks and emerging technologies which depend on widely distributed communications {e.g. 5G and Internet of Things ( IoT)}, the needs of vertical real-estate for use in communications is expected to dramatically increase in the coming years. While electric T&D facilities provide an excellent platform to help meet these needs, there are significant safety and reliability issues associated with their use.
