Fire Safety

Fire safety leadership usually finds itself involved in nearly every dimension of risk on the #WiseCampus; not just the built environment but security of interior spaces with combustibles but along the perimeter and within the footprint of the education community overall.

The Campus Fire Marshal, for example, usually signs the certificate of occupancy for a new building but may be drawn into meetings where decisions about cybersecurity are made.   Fire protection systems coincide with evacuation systems when there is no risk and both may be at risk because of cyber-risk.

The development of the highest level fire safety consensus product in the world is led by the British Standards Institute, under the administration of the International Standardization Organization, with Committee E05 on Fire Standards of  ASTM International as the US Technical Advisory Group Administrator.  The business plan and the map of global participants is linked below:

BUSINESS PLAN ISO/TC 92 Fire safety EXECUTIVE SUMMARY

The consensus products developed by TC 92 are intended to save lives, reduce fire losses, reduce technical barriers to trade, provide for international harmonization of tests and methods and bring substantial cost savings in design. ISO/TC 92 standards are expected to be of special value to developing countries, which are less likely to have national standards.  As with all ISO standards, the TC 92 consensus product is a performance standard suitable for use in prescriptive regulations and provide for a proven route to increased fire safety.

We do not advocate in this standard at the moment; we only track it.  The International Fire Code and the Fire Code have been our priorities since 2006.  The fire safety space is well populated with knowledgeable facility professionals because conformity budgets in the fire safety world — i.e. the local or state fire marshal — usually has a budget.  When you have a budget you usually have people keeping pace with best practice.

Many large research universities have significant medical research and healthcare delivery enterprises. The leadership of those enterprises discount the effect of standards like this at their peril. It is easy to visualize that this document will have as transformative effect upon the healthcare industry as the ISO 9000 series of management standards in the globalization of manufacturing.

Scope

Standardization in the field of healthcare organization management comprising, terminology, nomenclature, recommendations and requirements for healthcare-specific management practices and metrics (e.g. patient-centered staffing, quality, facility-level infection control, pandemic management, hand hygiene) that comprise the non-clinical operations in healthcare entities.

Excluded are horizontal organizational standards within the scope of:

    • quality management and quality assurance (TC 176);
    • human resource management (TC 260);
    • risk management (TC 262);
    • facility management (TC 267), and;
    • occupational health and safety management (TC 283).

Also excluded are standards relating to clinical equipment and practices, enclosing those within the scope of TC 198 Sterilization of health care products.

This committee is led by the US Technical Advisory Group Administrator —Ingenesis.   The committee is very active at the moment, with new titles drafted, reviewed and published on a near-monthly basis,

How do standards contribute to better healthcare?

  • The American National Standards Institute — the Global Secretariat for ISO — does not provide content management systems for its US Technical Advisory Groups.  Because of the nascent committee, inspired by the work of Lee Webster at the University of Texas Medical Branch needed a content management system, we have been managing content on a Google Site facility on a University of Michigan host since 2014.Earlier this spring, the University of Michigan began upgrading its Google Sites facility which requires us to offload existing content onto the new facility before the end of June.  That process is happening now.  Because of this it is unwise for us to open the content library for this committee publicly.  Respecting copyright, confidentiality of ISO and the US Technical Advisory Group we protect most recent content in the link below and invite anyone to click in any day at 15:00 (16:00) UTC.  Our office door is open every day at this hour and has been for the better part of ten years.

The American Society of Agricultural and Biological Engineers is the US Technical Advisory Group Administrator to the parent TC34 committee but ANSI does not have a Technical Advisory Group leader.  As the U.S. member body to the ISO,  ANSI is always on the hunt for its members and/or relevant stakeholders to participate in discovering standardization solutions in a broad range of technologies and markets with like-minded experts in other national standards bodies.  The full sweep of ANSI’s participation in consensus documents developed by the ISO is described in the link below:

This committee has functioned since 1970 — long enough for many of the best practice titles it produces to have stabilized.   There is other market action in the global dairy supply — notably the growth of non-dairy food supply — but we find no public consultations open on proposed standardization solutions as of this posting.  When they are released they will appear in the link below:

Lifts, escalators & moving walks

At the 1853 New York World’s Fair Elisha Otis amazed a crowd when he ordered the only rope holding the platform on which he was standing cut by an axeman. The platform fell only a few inches before coming to a halt; thus proving the safety locking mechanism he had invented will work. These elevators quickly became the type in most common usage and made vertical living possible.

Most large research universities have 100 – 1000 elevators that are highly regulated, maintained by highly regulated service personnel and inspected by highly trained conformance operatives; thus our primary interest in state-specific regulations.  We have a  secondary interest in innovation in the technology generally.  Many sustainability goals urged in academic circles  — which include greater population density in smaller areas — are challenged by mobility issues.

From the project prospectus:

“…The main feature of these products is that they are an integral part of industrial, residential or public buildings. Consequently, they should be adaptable to the technical and architectural constraints of such buildings. They must also meet the capacity requirements imposed by the intended use of the building. These products are considered as means of transport and therefore represent an essential component of the functional life of the buildings in which they are installed. Contrary to most public means of transport, they are intended for free use and operation by their passengers, which makes the integration of safety an essential concern…”

The highest level of standardization for the building interiors on the emergent #SmartCampus originates in ISO TC 205 — Building Environment Design.  This committee is charged with standards setting in the design of new buildings and retrofit of existing buildings for acceptable indoor environment and practicable energy conservation and efficiency. Building environment design addresses the technical building systems and related architectural aspects, and includes the related design processes, design methods, design outcomes, and design-phase building commissioning. Indoor environment includes air quality, and thermal, acoustic, and visual factors.  The business plan is linked below:

Some of the key ideas in the scope of this project are listed below:

– the design of energy-efficient buildings
– building control systems design
– indoor air quality
– indoor thermal environment
– indoor acoustical environment
– indoor visual environment
– radiant heating and cooling systems
– heating and cooling systems
– building commissioning planning
– moisture in buildings

We see many of the foregoing ideas in the catalog of ASHRAE International — ANSI’s US Technical Advisory Group Administrator in this project, as well as a number of others (CLICK HERE).   There are 31 Participating member and 28 Observing member nations.

Generally speaking, ISO consensus products are performance standards and contrast sharply with prescriptive standards in the energy-related domains in the United States.  Prescriptive standards are easy to enforce but difficult to write.  Performance standards are easy to write but difficult to enforce.

Facility managers that oversee building automation units in education communities in the United States are encouraged to participate in the development of ISO 205 by communicating directly with Brian Cox at ASHRAE (bcox@ashrae.org).  We keep all ISO standards on the standing agenda of our periodic Global and AEdificare standards colloquia.  We also maintain this committee’s catalog on the standing agenda of our Mechanical colloquium.  See our CALENDAR for the next online meetings; open to everyone.

Colleagues in the US education facility industry who collaborated with the original University of Michigan codes and standards advocacy enterprise ahead of the launch of ISO TC 276 Biotechnology standard in 2015 may recall how the University of Michigan recommended that ANSI request removal of “facilities” from the scope of the proposed biotechnology standard; administered by the Deutsches Institut für Normung committee.

Our recommendation was accepted; thereby partitioning the science of biotechnology from the facilities that supported that activity as much as possible.  Back in the early 2000’s we found the US research community in higher education was indifferent to participation in international standards of any kind; despite the concentration of chemical, energy, environmental air, electrical and fire safety risk aggregations.

Now the scope of this standard appears to recover some of the facility scope in another title; a few of the key details linked here.

Since the beginning of the original University of Michigan standards advocacy enterprise described in our ABOUT we found the US research community indifferent to participation in standards  development of any kind; much less international standards.  To a large degree it remains so.  Perhaps in the fullness of time, respected voices will join ours.

Starting 2023  we are breaking up our coverage of laboratory-related best practice titles accordingly:

Laboratories 100 will cover all relevant standardization catalogs with special attention to titles that are incorporated by reference into public safety and sustainability laws.

Laboratories 200 will cover laboratory occupancies primarily for teaching and healthcare clinical delivery.

Laboratories 400 will cover laboratories for scientific research including medical research.

Laboratories 500 is broken out as a separate but related topic and will cover conformity and case studies that resulted in litigation.  Both Laboratories 200 and 400 will refer to the cases but not given a separate colloquium unless needed.

Last week the American National Standards Institute notified stakeholders that the Standardization Administration of China (SAC) — the ISO member body for China — has submitted a proposal for a new field of ISO technical activity on “Laboratory Design”.   The proposal bears resemblance to a notice of public consultation that was posted last year; now linked below:

The Standardization Administration of China (SAC) — the ISO member body for China — has submitted a proposal for a new field of ISO technical activity on “Laboratory Design” with the following scope statement:

“…Standardization in the field of laboratory design including site selection and design planning, the functional division of experimental areas, the determination of scientific and technological processes, layouts and design of furniture, and the scientific design of the facility taking into account environmental conditions and impact.  Excluded:

– IEC/TC 64 (Electrical installations and protection against electric shock);
– IEC/TC 81 (Lightning protection);
– IEC/TC 66 (Safety of measuring, control and laboratory equipment);
– IEC/TC 85 (Measuring equipment for electrical and electromagnetic quantities).

Once the new TC is established, liaisons with other relevant ISO technical committees will be established, including ISO/TC 48(laboratory equipment), ISO/TC 212 (Clinical laboratory testing and in vitro diagnostic test systems)and CASCO as well as relevant IEC technical committees (IEC/TC 45(Nuclear instrumentation), IEC/TC 62 (Electrical equipment in medical practice), IEC/TC 65 (Industrial-process measurement, control and automation), IEC/TC 76 (Optical radiation safety and laser equipment) and IEC/TC 104 (Environmental conditions, classification and methods of test).  Note: the TC will support the contribution of the laboratory design industry to UN Sustainable Development Goals and enable countries to address a wide range of global issues including eradication of hunger and poverty, health, climate change and economic development….”

“…The new TC will stipulate technical design requirements for a diverse range of laboratories with different functions and responsibilities. It will include, but not limited to:

1. site selection and design planning;
2. layouts and design of furniture (e.g workbenches, fume hoods, safety showers, biological safety cabinets, etc);
3. electrical, water and gas supply systems, drainage, fire prevention, HVAC, auto-control and decoration;
4. laboratories featuring bio-safety, constant temperature and humidity, and other special laboratories;
5. laboratory safety, staff health, environmental protection, and energy saving;
6. Smart laboratory (use of new technologies such as big data, cloud computing, block chain, etc. to empower laboratories, e.g. increase the depth and width of services provided to clients, improve the servicing level during the consulting, design and maintenance phases.)…”

“…The setting up of laboratory design TC and establishment of laboratory design standards will benefit organizations and groups as follows:

      1. Laboratory owners (including governments, scientific agencies and enterprises, etc.): Laboratory owners will understand the principles and methods of laboratory design for better management of laboratory design, construction, acceptance and operation. The investment budget will have a reference basis; construction cost will be better controlled; investment risk will be lowered; project quality can be better evaluated; construction cycle will be shortened; capital usage efficiency will be raised;
      1. Laboratory designers: Laboratory designers will understand the principles and methods of laboratory design, and will have standards to follow and verify by, make fewer design faults and ensure laboratory design to be more scientific and professional; laboratory environmental facility will be improved in terms of safety, energy conservation, environmental friendliness, as well as impacts on human health and well-being.
      1. Laboratory constructors: Laboratory constructors will have construction and acceptance standards to refer to; the construction quality will be raised; technology advancement will be promoted; the industry will be further regulated.
      1. Laboratory users: Laboratory users will understand the principles and methods of laboratory design; stakeholders can communicate with each other in a more informed way and evaluate laboratories based on common standards, making laboratory use, operation and management more scientific and regulated. Smart laboratories will allow more functions and add value by integrating technologies of big data, cloud computing and internet of things, etc.
      1. Laboratory operators: Laboratory operators will understand the principles and methods of laboratory design, which will facilitate the maintenance of laboratories; Smart laboratories will enable the remote digital control of laboratory operation and facilitate reliable, efficient and convenient maintenance.
      1. Society:  The society will be able to cultivate more professional personnel in the field of laboratory design; a more sound and fair development of laboratory design and construction both home and abroad will be facilitated; more energy-saving and environmental-friendly design will promote the sustainable development of the society; the premium laboratories will inspire the creativity of researchers and promote the advancement and development of technologies. Smart laboratories will facilitate technological progress, product quality improvement, data recognition as well as international trade….”

If the proposal is accepted, China is willing to undertake the work of secretariat of the new TC and will provide all necessary resources including financial and human resources as well as facility supports.   A partnership agreement between China and France at committee level is foreseen.

N.B. This proposal will be featured in an ANSI Online news story and open for public review and comments from relevant US stakeholders via notice in Standards Action. In addition, ANSI will conduct targeted outreach to gather input on this proposal.  Based on the input received from US stakeholders, a recommended ANSI position and any comments will be developed and presented to the AIC for approval before the ISO voting deadline of August 13, 2019.  Contact Steve Cornish (scornish@ansi.org)

ANSI’s due process requirements were applied to this ISO/SIA/AFNOR proposal and comment from US stakeholders were consulted.  It appears that most US stakeholders do NOT want to participate in the development of this standard as currently written.   The public comments are available from Henry Cheung (HCheung@ansi.org) who has also prepared a draft statement from ANSI.

Comments on the draft statement are due August 2nd.  

 

Perspective:  We have been down this road before.  The original University of Michigan user-interest advocacy enterprise — through ANSI — was persuasive in having “facilities” struck from the scope of the original ISO TC/276 Biotechnology project proposal (Global Secretariat: Deutsches Institut für Normung) in 2012.  Now we circle back to a proposal that captures the facility component as an articulated enterprise which, in large research colleges and universities, is a delicate risk aggregation that generates significant revenue.

Information technology for learning, education and training

We follow the catalog of best practice titles developed by a joint committee of the International Organization for Standardization and the International Electrotechnical Commission that should interest educational institutions with an interest in capturing revenue from students outside their home country (which is nearly every educational organization as far as we can see, save for secondary school districts).

ISO/IEC JTC 1/SC 36 Information technology for learning, education and training is charged with standardization in the field of information technologies for learning, education, and training to support individuals, groups, or organizations, and to enable interoperability and reusability of resources and tool. Excluded from this scope are: •standards or technical reports that define educational standards (competencies), cultural conventions, learning objectives, or specific learning content.  Work done by other ISO or IEC TCs, SCs, or WGs with respect to their component, specialty, or domain. Instead, when appropriate, normative or informative references to other standards shall be included. Examples include documents on special topics such as multimedia, web content, cultural adaptation, and security.   The landing page for all ISO/IEC JTC 1 is linked below.

The internationalization of the education industry continues at a brisk pace and so do the enterprises that support the primary business of learning, teaching and discovering.   Educational campuses, and related university-affiliated medical research and healthcare enterprises, represent one of the largest assets owned and operated by any state.

In a state such as the State of Michigan, for example, with a gross state product of about $500 billion, the value of public real property assets may be on the order of $50 billion*.  If taking 2 percent off the cost owning, operating and maintaining those assets every year resulted in a savings of $1 billion million every year simply because conformance to a standard that reduced destructive competition and redundancy is meaningful, then those agencies should pay attention.   Alas, they do not, or not yet; a condition we describe in our ABOUT.

There is no reason to believe that internationalization of campus facility management practices cannot be as transformative to an industry as the ISO 9000 catalog of management standards were to, say, to the Michigan automobile industry 50-odd years ago.   In other words, the Michigan experience with globalization of its core industry was hastened precisely because of the conformance template that the ISO-9000 suite provided.

ISO 267 Facility Management Standards Catalogue

Note that ISO 41018 — Facility management — Development of a facility management policy — was published in July 2022.
