S. 4090 Enforcing the Rule of Law on Campus Act


Laken Riley Act passes 251-170, with 37 Democrats joining all Republicans in support

The murder of Laken Riley occurred on February 22, 2024, in Athens, Georgia. Laken Riley, a 22-year-old nursing student at Augusta University, disappeared when she was jogging at the University of Georgia (UGA). Her body was found near a lake of a wooded area at UGA; her death was caused by blunt force trauma.  The police described Riley’s killing as a “crime of opportunity”, and that no murder had been committed at UGA in almost 30 years; a gap filled by the open border policy of Democrat President Joseph Biden, Homeland Secretary Alejandro Mayorkas and chain of Democrat District Attorney’s who let the perpetrator run free.

The murder has international news, generating extensive media attention — though not nearly as much as the George Floyd tragedy and the Black Lives Matter zietgeist — sparking debate over illegal immigration in United States after U.S. Immigration and Customs Enforcement (ICE) confirmed that Ibarra is a Venezuelan illegal immigrant who is not a U.S. citizen and was caught crossing the border but released back into the United States

Jose Antonio Ibarra, a 26-year-old Venezuelan citizen who entered the US illegally, was arrested by UGA police and has been charged with felony murder, false imprisonment, and kidnapping.[4] Ibarra lived about 1 mile (1.6 km) from the area where Riley’s body was found..

Today we walk through literature governing the safety and sustainability of the open space features of education community estates.   Unlike the titles for the building envelope, which are known to most design professionals and contractors, the standards for grounds and landscaping are widely scattered; many of them occupational safety related; created, administered and enforced by units of government.

During the fair seasons we examine the moment in landscape, garden, tree and water literature.  We also track titles about the reclamation of building roofs for permeable surfaces and gardens.

During the winter months in the northern hemisphere we include snow and ice management; while covering summer month technologies for southern hemisphere (and vice-versa).  Snowfalls in the southern hemisphere are mainly contained to the highlands and mountain ranges, which are almost exclusively in Victoria and Southern New South Wales, as well as the mountains in Tasmania.   Winter does not pose as much of a cost burden to education facilities in the southern hemisphere as it does in the northern hemisphere.

Landscape standards refer to guidelines or regulations that specify the requirements for the design, installation, and maintenance of outdoor spaces such as parks, gardens, streetscapes, and public spaces. Landscape standards typically cover various aspects of landscape design, including vegetation selection, planting arrangements, irrigation systems, hardscape materials, and lighting.

These standards may be set by government agencies at the federal, state, or local level, or by professional organizations such as the American Society of Landscape Architects (ASLA). Landscape standards aim to ensure that outdoor spaces are safe, functional, and aesthetically pleasing while also promoting sustainability and environmental protection.

Landscape standards may also address issues such as accessibility for people with disabilities, water conservation, stormwater management, and erosion control. They may vary depending on the specific location, climate, and intended use of the outdoor space. Compliance with landscape standards may be required for approval of development projects, public funding, or other permits.

Life-cycle cost of education community settings are informed by climate change assumptions.  In addition to the flow of research money to faculty for laboratory space, graduate student support, supercomputer installations, conference travel; these assumptions inform the architectural character of a campus — i.e. the design and operation its buildings and infrastructure.  These assumptions swing back and forth over these eternal institutions with cyclical assumptions about global cooling and global warming.  In the late 1960’s academic researchers found evidence of global cooling.  Fifty years on academic researchers assume the earth is warming.  We just roll with it as we do with all the other policy “givens” we accommodate.    Stewardship of the planet — keeping it clean for those who follow us — Yes.  Catastrophilia — the love of catastrophone so well documented in history — not so much.

According to a report by the Congressional Research Service, federal funding for climate research and related activities totaled approximately $13.8 billion in fiscal year 2020. This funding was distributed across various agencies and programs, including the National Science Foundation’s Climate and Large-Scale Dynamics program, National Oceanic and Atmospheric Administration’s climate Program Office, and the Department of Energy’s Office of Science.

Not included in this figure is the opportunity cost and loss of brand identity of not conforming to the climate change agenda.

Many land grant colleges and universities are stewards of agricultural facilities that require reliable electrical power that is safe and sustainable for livestock and animal habitat for sporting.

The premise wiring rules for hazardous university owned buildings have been relatively stable.  Electrical professionals are guided by:

  1. Farm Load Calculations of Part V of Article 220,
  2. Corrosion mitigation with appropriate specification of power chain wiring
  3. Stray voltage and the equipotential plane
  4. Interactivity with regulated utility power sources.

Public response to the First Draft of the 2026 National Electrical Code will be received until August 28, 2024.  We coordinate our approach to the entire NFPA electrical suite with the IEEE Education & Healthcare Facilities Committee which meets 4 times monthly.  We typically refer to previous transcripts of technical committee actions to inform any changes (improvements) that we propose, if any:

Evensong services are typically held in cathedrals, collegiate chapels, and large parish churches, where choral music plays a prominent role. These services often feature the singing of psalms, choral anthems, hymns, and other sacred music.  The Evensong tradition holds a significant place in Western civilization due to its historical and cultural importance. It has provided a space for prayer, reflection, and worship for centuries, connecting individuals with their faith and providing a sense of spiritual solace.

The beauty and solemnity of the music performed during Evensong services have also contributed to the development of Western sacred music, with composers creating choral works specifically for these occasions.

As described in April, a  new ISO Technical Committee, ISO/TC 331 – Biodiversity, has been formed. The Secretariat has been assigned to France (AFNOR).  ISO/TC 331 will operate under the following scope:

Included: Standardization in the field of Biodiversity to develop requirements, principles, framework, guidance and supporting tools in a holistic and global approach for all relevant organizations, to enhance their contribution to Sustainable Development.

Excluded: standardization of test and measurement methods for ecological quality of water, air, soil and marine environment.

Organizations interested in serving as the U.S. TAG Administrator or participating on the U.S. TAG should contact ANSI’s ISO Team (isot@ansi.org).  Public consultation closes 6 January 2021

The Association Française de Normalisation (AFNOR), the International Organization for Standardization (ISO) member body for France has submitted a proposal for a new field of ISO technical activity on Biodiversity, with the following scope statement:

Standardization in the field of Biodiversity to develop requirements, principles, framework, guidance and supporting tools in a holistic and global approach for all relevant organizations, to enhance their contribution to Sustainable Development.  Excluded: standardization of test and measurement methods for ecological quality of water, air, soil and marine environment.

It is intended to support organizations of any type or activities in addressing biodiversity over the whole value chain: upstream, on site, and downstream. It will help in developing action plans and to monitor their progress with new or existing tools such as indicators, inventory methods, standards for environmental bio-monitoring or biodiversity reporting.

Anyone wishing to review the proposal can request a copy by contacting ANSI’s ISO Team (isot@ansi.org), with a submission of comments to Steve Cornish (scornish@ansi.org) by close of business on Friday, April 17, 2020.   We know Steve well enough to know that on a project like this, he would welcome comment first thing Monday morning; owing to the disruption of the normal course of business over the past ffew weeks.

If the ISO receives acceptance by global stakeholders, this would be an ideal project for a US-based academic unit to sponsor as one of ANSI’s Technical Advisory Groups.
