From time to time we break from our interest in lowering the cost of our “cities-within-cities” to enjoy the work of our colleagues responsible for seasonal ambience and public art.  We have a dedicated post that celebrates the accomplishments of our gardeners and horticultural staff.   Today we dedicate a post to campus fountains–a focal point for gathering and a place for personal reflection for which there is no price.

Alas, we find a quickening of standards developing organizations growing their footprint in the spaces around buildings now.  They used to confine the scopes of their standardization enterprises to the building envelope.  That day will soon be behind us as an energized cadre of water rights social justice workers, public safety, sustainability and energy conservation professionals descend upon campus fountains with prescriptive requirements for evaporation rates, bromine concentrations, training, certification and inspections.  In other words regulators and conformity functionaries will outnumber benefactors and fountain designers 1 million to 1.

We will deal with all that when the day comes.  For the moment, let’s just enjoy them.

The purpose of this standard is to establish the minimum requirements to safeguard health, safety and general welfare through structural strength, means of egress facilities, stability and safety to life and property relative to the construction, alteration, repair, operation and maintenance of new and existing temporary and permanent bench bleacher, folding and telescopic seating and grandstands.  This standard is intended for adoption by government agencies and organizations setting model codes to achieve uniformity in technical design criteria in building codes and other regulations.

At the April International Code Council Group A Hearings there were three candidate code changes related to the safety standard of care for athletic venues:

F9-18 (§ 304 regarding spaces under bleachers) | PDF Page 1021 of the Complete Monograph

F135-18 (§ 907 regarding communication systems for open air bleachers) | PDF Page 1296 of the Complete Monograph

These concepts will likely be coordinated with another ICC regulatory product — ICC 300 – Standard on Bleachers, Folding and Telescopic Seating, and Grandstands — covered here previously.   ICC 300 is a separate document but some of the safety concepts track through both.

The ICC Public Comment Hearings on Group A comments in Richmond Virginia ended a few days ago (CLICK HERE).   The balloting is being processed by the appropriate committee and will be released soon.  For the moment, we are happy to walk through the proposed changes – that will become part of the 2021 International Building Code — any day at 11 AM Eastern time.   We will walk through all athletic and recreation enterprise codes and standards on Friday, November 2nd, 11 AM Eastern time.   For access to either teleconference, click on the LIVE Link at the upper right corner of our home page.

The International Code Council has launched a new revision cycle for its consensus document — ICC 300 – Standard on Bleachers, Folding and Telescopic Seating, and Grandstands.  The purpose of the effort is the development of appropriate, reasonable, and enforceable model health and safety provisions for new and existing installations of all types of bleachers and bleacher-type seating, including fixed and folding bleachers for indoor, outdoor, temporary, and permanent installations. Such provisions would serve as a model for adoption and use by enforcement agencies at all levels of government in the interest of national uniformity.

Technical Conditions of EV Charging Stations Integration into Public Lighting Infrastructure

Abstract:  Increase in the number of electric vehicles (EV) is closely related to the availability of a charging station network. Users of electric vehicles require high-quality distribution and well-covered charging network. The obstacles in electric mobility are small mobility of electric cars due to the lack of charging stations. The main objective of the paper is to encourage the growth of electric mobility through the development of electric vehicle charging stations. Integration of EV charging stations in public lighting infrastructure with proper demand side management (DSM) is a step forward to microgrid system deployment. It can contribute to microgrid stability and decrease distribution network dependence. Electric vehicles have a significant role in peak load shaving in microgrid due to its threefold role. They can be observed as demand side, supply side or storage. As a consumer or storage, they can take over energy surplus from a distributed generation or provide stored energy in key moments as flexible supply. In that way, they actively participate in the microgrid. Technical possibilities of EV charging stations integration in public lighting infrastructure are explored through this paper. Special attention is devoted to conditions and limitations of charging stations integration regarding power system grid, public lighting system and legislative framework. Paper provides fundamentals of EV charging stations and public lighting system where possibilities and limitations of integration are presented. Furthermore, the paper deals with limitations from the perspective of transformer capacity and cable cross sections which are obtained through analysis of calculated results.
