FM Global is one of several organizations that produce technical and business documents that set the standard of care for risk management in education facilities.   These standards — Property Loss Prevention Data Sheets —  contribute to the reduction in the risk of property loss due to fire, weather conditions, and failure of electrical or mechanical equipment.  They incorporate nearly 200 years of property loss experience, research and engineering results, as well as input from consensus standards committees, equipment manufacturers and others.

In July FM Global updated its standard FM 2510 Flood Abatement Equipment which should interest flood barrier manufacturers, standard authorities, industrial and commercial facilities looking to protect their buildings from riverline flooding conditions.

The following updates were proposed and mostly adopted:

  • Modifications to the opening barrier protocol to include water performance testing at lower depths;
  • Additional tests that apply to open-cellular rubber compounds (i.e., foam-type rubber) which are commonly used as gaskets on flood barriers need to be added to the Standard to sufficiently assess their quality;
  • Addition of adhesive testing. Many barrier designs use adhesives to bond the gasket material to the barrier. Adhesives are not addressed under the current protocol;
    Modify the flood abatement pump section to clarify approval of pump packages vs. wet-end only;
  • Additional requirements for electric drive and submersible flood pumps;
  • Modifications to backwater valve section to be inclusive of all types of “backwater valves” besides the traditional check valve.
  • Additional requirements for waterproofing products for building penetrations. Products in this category include collars, plugs, elastomeric seals, and types of putty.

This standard also contains test requirements for the performance of flood barriers, flood mitigation pumps, backwater valves, and waterproofing products for building penetrations, as well as an evaluation of the components comprising these products to assure reliability in the barrier’s performance.

While there are a number of noteworthy colleges and universities that have grown near rivers and lakes — twenty-five of which are listed HERE — severe weather and system failures present flooding risks to them all.

Large European universities such as Rijksuniversiteit Groningen are integrated into the fabric of the surrounding city. There are several ways in which this integration takes place:

Physical location: Many European universities are located in the heart of the city, often in historic buildings that have been repurposed for educational use. This central location means that the university is easily accessible to students and the general public, and that it is often surrounded by other cultural institutions, such as museums, theaters, and libraries.

Student life: The presence of a large student population can have a significant impact on the city’s culture and economy. Many European cities have developed a vibrant student culture, with cafes, bars, and other venues catering to the needs and interests of young people. This can help to create a sense of community between the university and the city, and can also bring economic benefits to local businesses.

Facilities Organization

Research and innovation: Large European universities are often at the forefront of research and innovation, and they can be important drivers of economic growth in the surrounding region. The origin of brown cafés can be traced back to the 17th century, during the Dutch Golden Age. The unique charm of brown cafés lies in their preserved historical interiors, with old wooden furniture, dim lighting, and a wide selection of local beers and spirits. Many brown cafés still retain their original character, transporting visitors back in time and providing a cozy retreat from the hustle and bustle of modern life.

While the concept of brown cafés originated in the Netherlands, similar types of establishments can also be found in other European countries, such as Belgium and parts of Germany. However, the term “brown café” is primarily associated with the Dutch tradition of cozy, atmospheric, and convivial drinking establishments.

Abstract: An advanced guideline is required to support the design of power supply systems for the performances of service continuity and power outage resilience, which are vital for hospital power systems and strategic operational structures (SOSs). The supply sources, the power system topology, and its management are fundamental in guaranteeing the electrical resilience of the power system. There is still no standard to evaluate the adequacy of hospital power systems for natural calamities and human-made disasters and, subsequently, for the ordinary operation. The World Health Organization recognizes it as a basic problem and at this aim has to claim clearly the status of SOSs for the hospitals, recommending to safeguard and plan the full operability. The hospital power systems need a local fortified electrical structure, designed for service continuity during fault events and managed to ensure an adequate dynamic response to any emergency and maintenance needs. The importance of the business continuity management is highlighted; it has to be qualified for a permanent design with both the in-op approaches for the initial installation of the system and its life cycle operation.
